পুলিশ বাহিনীকে বলা হয় জনগণের বন্ধু। দেশ ও নাগরিকের জীবন ও জানমালের নিরাপত্তা প্রদান ও আইন শৃঙ্খলা রক্ষা করাই যাদের মূল কাজ। অথচ ‘পুলিশ’ শব্দটি শুনলেই মানুষের মনে সবার আগে চলে আসে নেতিবাচক এক ধারনা। আইনের আড়ালে বেআইনি সব কার্যকলাপে এই পুলিশ সদস্যদের ভূমিকা বরাবরই থাকে শীর্ষে। আইনের রক্ষক হওয়ার আড়ালে সময়ে সময়ে তারা হয়ে উঠেছে জনসাধারণের জন্য ভয়,আতংক ও অত্যাচারের আরেক নাম। এই বাহিনীর কিছু সদস্যের দুর্নীতি ও অপকর্মের কারণে জনগণের মধ্যে পুলিশের প্রতি আস্থা ক্রমশ কমে এসে নেমেছে শূন্যের কোঠায়।
